  • David Amburgey, General Manager, The Old Hickory Utility District of Davidson County, Tennessee

"I am writing this letter to commend Portland Utilities Construction Company (PUCC), for a job well done on the completion of a sewer rehabilitation project for The Old Hickory Utility District (The District). During the rehab project, PUCC showed diligence and dedication to finish the work well ahead of schedule.

During the rehab project there were very few problems and when problems did arise, PUCC handled each problem professionally and efficiently. PUCC's attention to details, job specifics, proper scheduling and notifying The District and its customers of their work schedule were remarkable, resulting in a job well done and no complaints to The District office.

Therefore, I recommend PUCC to anyone in search of a Utility Construction Company."

  • James Bunham, Director of Engineering, Harriman Utility Board

"Your company finished the project on time and under duress due to the late shipment of equipment. No project is perfect, but your company communicated and dealt with problems as they occurred and to our satisfaction.

We recommend Portland Utilities Construction Company, and complement Rick Hamm and Ernie Woodcock on their efforts to make the project a success."

  • Steve Whitehead, Asst. Director Public Works, City of Portland, TN

"I am writing to recommend the services of Portland Utilities Construction Co., LLC. The City of Portland has been using Portland Utilities Construction Co., LLC for sewer rehabilitation projects for many years. PUCC has been essential in the installation of lift-stations, sewer lines and various other municipal projects, and the City has been completely satisfied with the quality of their work, including workmanship, timeliness and site cleanup after the project has been completed. They do an excellent job and are always punctual and professional.

We have also hired PUCC on several occasions for extra jobs, to camera sewer lines, clean sewer lines and various lift-station repairs. They have always been very competent in the work they perform, and have always done exactly what we've asked of them.

I'm happy to recommend the services of Portland Utilities Construction Co., LLC, job superintendent James Fowler and manager/owner Ernie Woodcock."

  • Andrew Johnson, P.E., Smith Seckman Reid, Inc.

"We have worked with PUCC on a variety of sanitary sewer rehabilitation projects over many years, and find their quality of work, attention to detail, and organization of field and office staff in high regards. ...We have found PUCC's ability to perform both pipe lining and pipe bursting methods as a considerable benefit to the owner. We highly recommend PUCC for any sewer rehabilitation needs the City of Oak Ridge may be considering."

  • Michael Macindoe, O.E., Fulghum Macindoe & Associates Inc.

"PUCC has provided construction services on FMA designed sewer rehabilitation and replacement projects for the Knoxville Utilities Board and LaFollette Utilities Board. As Engineer of record, we were very satisfied with the work performed by PUCC. Quality of work was excellent. Projects were completed on time and without conflict. Were performed included open cut replacement, pipe bursting, manhole rehabilitation, and lateral renewal. The LaFollette project has a very aggressive schedule to allow the Owner to reapply for a grant. PUCC committed the required labor resources and equipment to the project."

  • Dough Douthat, Project Manager, Knoxville Utilities Board

"As a field superintendent Mr. Tesla has always been very professional and knowledgeable regarding the sewer improvement work. Also, both he and Mike have always working well with myself when challenges from the field come up and change orders have been required. In addition, the quality of the work by the crews in the field has been very good and I am not aware of any major issues regarding quality of the actual sewer work, as well as the pavement and landscaping and yard restoration work that is typically a very important part of comprehensive sewer rehabilitation projects.

Overall, I feel that every project we have worked on together has gone really well, even when presented with many challenges that always inevitably come up regarding sewer improvement work. I look forward to continuing working with Portland Utilities when those opportunities present themselves in the future."

  • Keith Davis, PE, Hethcoat & Davis, INC. Engineers and Planners

"PUCC successfully executed the contract and completed several difficult installations. They undertook a pipe-burst application of using 12-inch ductile iron pipe in a 20-foot cut as well as a shallow application beneath an existing box culvert. Both efforts were completed successfully. Replacement of a collapsed sewer in an existing State highway was also included. This effort was successfully completed although the conditions of excavation turned out to be different than PUCC originally estimated. They did not complain and completed the work although it took them longer than anticipated. TDOT was satisfied with the final work and pavement repaire where this line was restored.

The overall project was completed on time and under budget. One change order was execured and PUCC was east to work with for this circumstance. The Owner as well as Hethcoat and Davis, Inc. were very satisfied with the work done by Portland Utilities Construction Co., LLC for the Sparta project.

In addition, we have worked with PUCC on several other projects in the past. We have found them to be professional and accommodating and the outcome of past projects has always been successful."
